SHIFT-drag to select and ZOOM in when "Display Waveform Zoom" is OFF

Essentially asking to implement the opposite of what's available in Zoom ON mode: you can Shift-drag to override it and NOT zoom.

By analogy, how about being able to override Zoom OFF and make it zoom if you hold Shift when making a spot region selection? Would be very useful for those of us who generally prefer NOT to use the zoom except sometimes... Sort of like Pro Tools uses Command-click to override Slip/Grid modes -- ignore grid if in grid, and use grid if in slip...
